Fort Bend County Libraries (FBCL) now accepts credit cards for payments of overdue fines, fees or charges for lost or damaged materials. Credit cards may be used for payments in person at the library, or online through the FBCL website.
The library accepts VISA, MasterCard, and Discover credit cards, as well as debit cards or gift cards that display the MasterCard or VISA symbol and do not require a PIN. Please note that if payment for a lost item is made with a gift card and the item is found and returned within a year, refunds can only be made to that original gift card.
The library does not charge a service or convenience fee for credit-card use. The minimum amount that can be charged to a credit card is $5, and the system will not accept payment for more than the amount that is owed. Credit- and debit-card payments cannot be accepted by telephone, mail, or email.
Credit-card information is not stored in the patron’s account or the library’s database, and the information is encrypted before it is transmitted via a secure gateway connection. The lock symbol on the browser will indicate a secure connection. Payment information will not be shared or used for any other purpose than that of the immediate transaction.
To make a credit-card payment online, library patrons should go to the library’s website and click on “My Account,” where they will enter their library barcode number and PIN. Click on “Fines & Fees,” and select the fine(s) to be paid. Patrons may choose to pay all fines at one time or only those for individual items. After clicking on “Pay Fines Now,” the patron will be asked for the credit-card number, the three-digit security code from the back of the credit card, the type of credit card (VISA, MasterCard, or Discover), and the expiration date. After clicking “Next,” a summary page will appear with a “Submit” button at the bottom.
If lost items paid for by a credit card are found and returned within one year of the date of payment, a refund credit will be given for the replacement cost of the returned item only; no processing or handling fees will be refunded. Credit-card refunds will automatically be credited to the original credit card and noted in the patron’s record; refunds will not be given in cash. Refunds should be processed within 30 days.
