Fort Bend County Libraries (FBCL) invites you to apply in person for a library card at any Fort Bend County library location. Library cards are free to all Texas residents. You may fill in a registration form on paper, or online at any of the public computers. To complete a registration, present a valid government-issued photo ID, and proof of current Texas residence address if not shown on the ID, at the Circulation/Checkout desk. The library card will be issued to patrons meeting these requirements. Applicants under age 18 must have the application signed by a parent or legal guardian, who must be present and must show a valid government-issued photo ID, and proof of current Texas residence address if not shown on the ID. Out-of-state residents are charged a $15 annual fee and must show a valid government issued photo ID with proof of current local address.
Your Fort Bend County Libraries card will enable you to borrow and renew library materials, place holds, access subscription online databases, check your library record, and request interlibrary loans. Cardholders and non-cardholders can submit reference questions in person, over the phone or online. Online tutoring for students and adults is available to cardholders or from a library public computer. Library cardholders may also place money on the card for printing from the library’s public-computer printers and stand-alone copiers.
The standard library card is free, but if it is lost, a $2.00 replacement fee must be paid.
You may pre-register online and receive a temporary library card number. You may place holds on up to 3 items with a temporary card number. To convert to a permanent library card, you will have 30 days to visit any branch library in person and present a valid government-issued photo ID and proof of current Texas residence address. Temporary numbers are removed after 30 days.

Apply for an e-Card
Patrons who do not currently have the standard library card may apply in person to get an e-Card, which will allow them to use library computers and access some electronic resources such as some online databases and tutoring help. The e-card does not allow for checking out library items such as books, CDs, DVDs, and videos, or e-media but money may be deposited to the e-Card, so that patrons can print from the computers at the library.
Please note that Internet access on a public computer with the e-Card will be filtered only. Access to some electronic resources with the e-Card will also be available from home or office computers.
Library patrons who currently have the standard library card will not need to get the e-Card, because their current card already allows them full access to all of the library resources. Patrons cannot have both the standard card and the e-Card.
There is no charge for the e-Card, but if it is lost, a $2.00 replacement fee must be paid. Proof of residency is not required to get the e-Card, and there are no age restrictions.
Fort Bend County Libraries is a participant in a cooperative program, TexShare, instituted by the State of Texas to improve library service to Texans. Fort Bend County Libraries will issue a TexShare card, good for one year, to any Fort Bend County resident who has an FBCL card without overdue items, fines and fees owed or unresolved "Claims Returned" items on his/her account. To receive the TexShare card, come to any of our branches with your library card, your valid government-issued photo ID, and proof of your address if not on the ID.
